采用统一数据库、统一用户管理、统一认证服务、统一安全保护、统一平台展示的应用支撑平台，建设江苏省水利电子政务系统。采用面向服务的体系架构（SOA，Service-Oriented Architecture）、可扩展标记语言（XML）、Web 服务（Web Service）、组件化、插件技术等关键技术，形成一个包括水利行政权力运行系统、行政监察和法制监督系统、协同办公系统、公文交换系统、内、外网门户等的完善且高效的水利电子政务网上运行系统。

Using the application support platform with unified database，unified user management，unified authentication service，unified security protection and unified platform display，the water conservancy e-government system in Jiangsu province is constructed.Using service oriented architecture (SOA，Service-Oriented，Architecture)，extensible markup language (XML)，Web (Web Service)，the key technology components，plug-in technology，a perfect and efficient water conservancy e-government online operation system is formed with water conservancy administrative power operation system，administrative supervision and legal supervision system，OA system，document exchange system，internal and external portals.
