高邮市在组建并指导运行农民用水合作组织过程中,发现问题、剖析原因、研究对策、采取措施,提升农民用水合作组织管理水平,保障正常化、制度化、规范化运行; 促进合作组织在田间水利工程建设、小型设施维护、灌溉节水管理、重大项目监管等方面发挥了应有作用。

In the process of establishing and guiding the operation of rural water cooperation organization in Gaoyou City, problems were found, the causes were analyzed, countermeasures were researched, and measures were adopted to improve the management level of rural water cooperation organization, and ensure normalization, institutionalization, and standardized operation, which promoted cooperative organizations to play a role in the construction of field water conservancy projects, maintenance of small facilities, irrigation and water saving management, and major project supervision.
