摘要:
为充分发挥水工程防汛抗旱效益，提升水工程调度决策实战水平，在传统防汛抢险演练模式的基础上，探索提出一种以水工程调度运用为中心科目的新型演练模式——防洪调度演练。介绍了防汛应急抢险演练的传统模式，研究提出了防洪调度演练的规范化模式，并结合江苏省秦淮河流域防洪调度演练的实践，检验新模式的规范化内容，分析当前组织开展防洪调度演练存在的问题，提出了相关解决措施。
Abstract:
In order to give full play to the benefits of flood control and drought resistance of water projects and improve the actual combat level of water project scheduling decision-making, on the basis of the traditional flood control and emergency drill mode, a new drill mode centered on the application of water project scheduling, namely flood control scheduling drill, was explored and proposed. The traditional model of flood control emergency rescue drill was introduced, and the standardized model of flood control scheduling drill was proposed. Combined with the practice of flood control scheduling drill in Qinhuai River Basin of Jiangsu Province, the standardized content of the new model was tested, the problems existing in the current organization of flood control scheduling drill were analyzed, and the relevant solutions were put forward.
