以扬州宝应县永丰灌区为研究对象,分析其水土资源平衡状况与可持续发展策略。灌区河网稠密,水资源开发利用受限但灌溉水利用效率提升,土地资源中耕地占比较大且利用结构趋合理,但新增耕地潜力有限。通过预测生产总值、农业生产等发展指标,进行开发利用规划和灌溉制度设计。经分析,灌区农业和非农业需水量呈增长趋势,现状特殊干旱年缺水,实施续建配套与现代化改造工程后,未来不同年型可供水量可满足需求,为灌区可持续发展提供了科学依据与规划方向。

Taking Yongfeng Irrigation District in Baoying County, Yangzhou City as the research object, the balance of water and soil resources and sustainable development strategies are analyzed. The river network in the irrigation area is dense, and the development and utilization of water resources are limited, but the efficiency of irrigation water use has been improved. The proportion of arable land in land resources is relatively large and the utilization structure is becoming more reasonable, but the potential for new arable land is limited. By predicting development indicators such as gross domestic product and agricultural production, planning and designing irrigation systems for development and utilization can be carried out. After analysis, the agricultural and non-agricultural water demand in the irrigation area is showing an increasing trend, and the current situation is water shortage in special drought years. After the implementation of continuous construction and modernization projects, the available water supply in different years in the future can meet the demand, providing scientific basis and planning direction for the sustainable development of the irrigation area.
