摘要:
系统分析了江苏省农村生态河道治理现状，深入总结了其在组织保障、治理模式、工程投入与长效管护方面取得的成效与经验；并针对当前农村生态河道治理中存在的普遍问题，提出了对策性措施：坚持推进农村生态河道建设，解决资金投入制约的问题；健全完善农村河道轮浚机制，以解决部分河道仍重复淤积问题；持续加大控源截污、水域空间管控，以解决水质污染及水域侵占问题；持续提升长效管护能力水平，以解决管护能力受限的问题。
Abstract:
This study systematically analyzes the current state of rural ecological river regulation in Jiangsu Province and thoroughly summarizes the achievements and experience regarding organizational guarantee, governance models, engineering investment, and long-term management and protection. Targeting the common problems existing in the current rural ecological river regulation, countermeasures are proposed as follows: persist in promoting the construction of rural ecological rivers to address the constraint of insufficient capital investment; improve and refine the rural river rotational dredging mechanism to solve the problem of repeated silting in some rivers; continuously strengthen pollution source control, sewage interception, and water area space management to tackle water pollution and water area encroachment; and constantly enhance the capacity of long-term management and protection to resolve the limitation of inadequate management and protection capabilities.
