摘要:
水利工程虽然具有经济效益,但是也会对环境产生很大的影响。为保障江苏宜兴市2025年前完成的水土保持方案的有效性,需对水土保持工程环境影响进行准确评价。建立适用于水土保持工程的环境影响评价体系,为解决现有评价方法中定量评价偏多及缺少精确量的问题,结合宜兴项目特点采用查阅资料法以及专家咨询法确定出指标体系中的核心因子,并运用模糊数学将定量化描述为数的形式,然后经过属性值和权数得到综合评价值。结果表明,该方法能较好地克服水土保持生态效益的模糊性和不确定性,进而为其他类似宜兴项目的环境保护管理优化及价值转化提供借鉴,实现“绿色可持续”的宜兴实践。
Abstract:
Although water conservancy projects have economic benefits, they also have a significant impact on the environment. To ensure the effectiveness of the soil and water conservation plan to be completed by 2025 in Yixing City, Jiangsu Province, it is necessary to accurately assess its environmental impact. An environmental impact assessment system suitable for soil and water conservation projects is established. To make up for the problems of excessive quantitative evaluation and lack of accurate quantification in existing evaluation methods, the core factors in the index system are determined by literature review and expert consultation combined with the characteristics of the Yixing project. Fuzzy mathematics is used to convert qualitative descriptions into numerical forms, and then the comprehensive evaluation value is obtained through attribute values and weights. The results show that this method can better overcome the influence of fuzziness and uncertainty in the ecological benefits of soil and water conservation, thereby providing a reference for the optimization of environmental protection management and value transformation of other projects similar to the Yixing project, and realizing a “green and sustainable” practice in Yixing.
