摘要:
结合深化农业用水权改革试点工作，以试点区域南京市六合区为例，提出改革基础和存在问题，开展农业用水权确权定量、精准计量、用水管控、政策制定、交易推动等方面的探索实践，为丰水地区用水权改革路径提供参考。
Abstract:
Based on the pilot work for deepening agricultural water rights reform, taking the pilot area Liuhe District of Nanjing as an example, this paper puts forward the reform foundation and existing problems, and carries out exploration and practice in such aspects as agricultural water rights confirmation and quantification, precise measurement, water use control, policy formulation, and transaction promotion, providing a reference for the water rights reform path in water-abundant regions.
