摘要:
治水是从古至今一直普遍关注的话题,随着时代的发展,治水思路经历了3 个转变阶段:工程水利—资源水利—生态水利,我国水利工程所要达到的功能需求也在不断扩充,除了满足基本的供水、防洪、发电等社会需求外,目前对区域生态环境系统开始关注,水利工程需对周边生态环境有一定的保护与修复。本研究从水利工程对生态环境影响出发,以飞来峡水利枢纽工程为例,阐述了水利枢纽工程对生态效应的区域响应评价体系构建,并结合专家评议建立了评判矩阵得出了环境负效应评议结果,最后针对上述结果给出了减轻或消除生态负效应的对策。
Abstract:
Water control is a topic of common concern from ancient times. With the development of the times,the idea of water control has gone through three stages of transformation: engineering water conservancyresources water conservancy-ecological water conservancy. The functional requirements of water conservancy project in our country to achieve are constantly expanding. In addition to meet basic social needs, such as water supply, flood control and electricity generation, now begin to pay close attention to the regional ecological environment system. Water conservancy project have certain protection and restoration to surrounding ecological environment. Taking Feilaixia hydraulic project as an example, based on the impacts of water conservancy projects on the ecological environment, this study illustrates the construction of the regional response evaluation system for the ecological effects of the water conservancy project. The evaluation matrix was established combined with the expert review and obtained negative environmental effect evaluation results. Finally, the countermeasures to alleviate or eliminate ecological negative e ffects were given.
