摘要:
总结了灌南县农业水价综合改革工作实践及探索情况、成果数据,结合工作中发现的问题,如用水量推求不精确、水利工程水费征收较难、改革推力不足、过分强调水量计量设施的重要性、农田水利工程管护队伍人力和财力薄弱,探讨相应的解决对策,以期能为2020年全面完成农业水价综合改革工作、促进生态文明建设提供参考。
Abstract:
The practice and exploration, key achievement data of the comprehensive reform on agricultural water price in Guannan County was summed up.Combine the problems found in the work, such as the inaccuracy of water consumption, the difficulty in collecting water fee for water conservancy projects, the lack of reform thrust, the overemphasis on the importance of water metering facilities, the weak manpower and financial resources of farmland water conservancy project management team, the corresponding solutions were discussed, with a view to provide a reference for comprehensively completing the comprehensive reform of agricultural water prices and promoting the construction of ecological civilization in 2020.
