摘要:
引入高分辨率卫星影像进行江苏省重点管理河湖库范围内开发利用监测,从湖泊开始试点逐步推广到河道和水库,进行了多年的探索与实践。根据多年监测结果:发现变化18 778处,剔除影像纹理变化、水位涨落变化等干扰因素,经过现场调查排除一些季节性的地表变化后,确认违法变化5 525处,充分证实了在大型地形复杂的水域,遥感技术覆盖广,不受地形限制,真实直观的优势,与人工巡查并列成为不可或缺的监测手段,为河湖管理提供空间技术支撑,也为其他地区的河湖管理提供参考。
Abstract:
High-resolution satellite images were introduced to monitor the development and utilization of the key managed rivers, lakes and reservoirs in Jiangsu Province. Starting from the lake pilot, then gradually extended to the river courses and reservoirs, the exploration and practice had been carried out for many years. The results of years of monitoring showed that 18,778 changes had been found. After removing the disturbing factors such as image texture changes and water level fluctuations and excluding some seasonal surface changes through on-site investigation, 5525 illegal changes were confirmed. It had been fully confirmed that in large-scale terrain complex water areas, with the advantages of covering a wide range, being independent of terrain, and being intuitive, the remote sensing technology was an indispensable monitoring method alongside manual inspection, which could provide spatial technical support for river and lake management, and also provide a reference for river and lake management in other regions.
