摘要:
新沟河延伸拓浚工程是《太湖流域水环境综合治理总体方案》中安排的近期治理引排项目之一,工程实施后可以提高流域洪(涝)水北排长江的能力,减少入太湖的污染负荷,改善梅梁湖湖区水质,增强太湖西北部湖湾有序流动,提高太湖水环境容量。以维护河湖健康生命、实现河湖功能永续利用为目标,浅析新沟河实施过程中的难度以及河湖管护过程中存在的问题,以治理和管控为手段,着力提升新沟河管理保护能力与水平,促进新沟河干流水质总体稳定,主要支流水质持续好转,水生态环境不断改善,河湖功能健康完整,为太湖流域及沿线区域防洪安全、供水安全和生态安全提供坚实保障。
Abstract:
Xingou River extension dredging project is one of the short-term governance and drainage projects arranged in the "Overall Plan for the Comprehensive Governance of Water Environment in Taihu Basin". After the implementation of the project, the ability of flood(logging)water in the basin to drain to the north of the Yangtze River could be improved, and the pollution load into Taihu Lake would be reduced, the water quality of Meiliang Lake area would be improved, the orderly flow of lake bays in the northwest of Taihu Lake would be enhanced, and the water environment capacity of Taihu Lake would be increased. With the goal of maintaining healthy life of rivers and lakes and realizing sustainable utilization of river and lake functions, difficulties in the implementation of Xingou River and problems existing in the process of river and lake management and protection were analyzed. By means of governance and control, By means of governance and control, striving to improve the management and protection level of Xingou River, promoting the overall stability of water quality of the mainstream, the water quality of the main tributaries and water ecological environment would continue to improve, and river and lake functions were healthy and complete, which could provide solid guarantee for regional flood control safety, water supply safety and ecological safety.
