摘要:
随着水资源短缺问题日益严重,各地纷纷实施低压管道灌水工程,以提高水资源利用率。江苏赣榆的低压管道工程建设一直走在全省前列,但其中由于设计不合理、管护不到位等多方原因,导致项目实际使用过程中也存在许多问题:放水口水压不稳定、电费高于明渠灌溉、政府资金投入不足、后期运行管护不到位、与百姓的传统观念冲突。通过对赣榆区低压管道工程发展中存在的问题进行分析,分别从系统设计、水头损失、投资渠道、后期管护、宣传教育等方面提出了针对性的措施。为赣榆区低压管道工程的设计和今后的良性发展提供对策。
Abstract:
With the increasingly serious shortage of water resources, low pressure pipeline irrigation projects have been implemented in various places to improve the utilization rate of water resources. The construction of low-pressure pipeline project in Ganyu has been at the forefront of Jiangsu Province. However, due to unreasonable design, inadequate management and protection and other reasons, there are also many problems in actual use of projects, such as unstable water pressure at the discharge port, higher electricity charges than open channel irrigation, insufficient government funding, inadequate management and protection in later operation, and conflict with traditional concept of water consumer. Through the analysis of problems existing in the development of low pressure pipeline engineering in Ganyu District, targeted measures were put forward from aspects of system design, head loss, investment channels, later management and protection, publicity and education, which could provide countermeasures for design and future development of low pressure pipeline engineering in Ganyu District.
