摘要:
响水县紧紧围绕“惠民节水、利民利国”改革目标,采取“一推五化”,即组织领导强力化、农业水价形成机制制度化、精准补贴和节水奖励精细化、工程管护常态化、用水管理明确化,推进农业水价综合改革,取得积极进展和明显成效。从改革背景、改革措施、改革成效、改革验收工作等方面总结了响水县农业水价综合改革工作的经验启示,对巩固改革成果具有重要意义。
Abstract:
Focusing on the reform goal of "saving water,benefiting the people and the country",Xiangshui County adopted "one promotion and five modernizations",namely,strengthening organizational leadership,institutionalizing the formation mechanism of agricultural water price,refining precise subsidies and water saving incentives,normalizing engineering management and protection,and clarifying water management,so as to promote the comprehensive reform of agricultural water price and achieve positive progress and obvious results. The experience and enlightenment of comprehensive reform of agricultural water price in Xiangshui County was summarized from the aspects of reform background,reform measures,reform results and reform acceptance,which was of great significance to consolidate the reform achievements.
