乡村振兴战略对移民村发展提出了更高层次的要求,移民后期扶持工作重点已转向拓宽增收渠道的产业扶持。分析了政策、发展环境、人力资源、资源禀赋、资金等方面的产业扶持基础,剖析了移民村产业具有政府引导发展方向、产业升级、环境整治和设施建设等后续扶持需求,藉此提出了8类产业扶持项目。主要贡献在于:(1)提出了以投资建设养老服务设施平台的方式适度参与支撑服务发展,从挖掘内需着手,切实解决民生难题;(2)瞄准市场需求持续建设资产型生产开发项目,推进资金变股金、资源变股权、移民变股民。
Abstract:
The strategy of rural revitalization had put forward a higher level of requirements for the development of immigrant villages, and the focus of anaphase support of the resettles work had turned to the industrial support to broaden the channels of income increase. The industrial support bases of policy, development environment, human resources, resource endowment and capital were analyzed, the follow-up support needs of government-guided development direction, industrial upgrading, environmental remediation, and facility construction in the resettlement village industry were analyzed, and eight types of industrial support projects were put forward on the basis. The main contributions were as follows. First, it's proposed to appropriately participate in supporting service development by investing in the construction of an elderly care service facility platform, starting from tapping domestic demand to effectively solve people's livelihood problems. Second, continuously build asset-based production and development projects aiming at market demand,, and promote the transformation of capital into equity, resources into equity, and immigration into shareholders.
