摘要:
从“治”“管”“护”三个维度分析北十里长沟东支治理中，用河长制破“三难”（城市黑臭水体治理难、城市排水管理难、城市河道生态环境维护难），将其由“臭水河”演变为“幸福河”的实践过程。
Abstract:
From the three dimensions of “governance”, “management”, and “protection”, this paper analyzes the practical process of using the river chief system to break through the “three difficulties” （difficult to control urban black and odorous water bodies, difficult to manage urban drainage, and difficult to maintain urban river ecological environment） in the governance of the eastern branch of Beishili Changgou, and transform it from a “stinky water river” to a “happy river”.
