摘要:
长江两岸滩地具有行洪、调节水流和维护河流健康的生态功能,又在一定情况下具有开发利用价值的资源属性。随着经济社会的快速发展,长江滩地资源的开发利用与防洪保安之间的矛盾日益突出,长江边滩演变规律认识不足、边滩管理保护措施针对性不强等问题严重制约了地方经济发展。结合调查分析成果,划定长江江苏段38个重点边滩,同时利用实测资料,研究分析了边滩历史成因及现状稳定性,将边滩分为保护型、保留型、控制利用型三类,提出了不同类型边滩保护利用与管控原则及指导意见,为沿江经济社会可持续发展提供技术支撑。
Abstract:
The point bars along both banks of the Yangtze River possess ecological functions such as flood discharge, flow regulation, and river health maintenance, while also exhibiting resource attributes with development and utilization potential under specific conditions. Against the backdrop of rapid socio-economic development, conflicts between the exploitation of Yangtze River point bar resources and flood control safety have become increasingly pronounced. Inadequate understanding of point bar evolution patterns and the lack of targeted management and protection measures have severely constrained local economic development. Based on comprehensive investigation and analysis results, this study delimits 38 key point bars in the Jiangsu section of the Yangtze River. Utilizing field measured data, it systematically examines the historical formation causes and current stability status of these point bars. The point bars are categorized into three types: conservation type, reservation type, and controlled utilization type. Corresponding principles and guiding opinions for protection, utilization and management of each type are proposed, providing technical support for the sustainable socio-economic development of regions along the Yangtze River.
