平原河网区水文过程受降雨时空分布影响显著,传统点状雨量监测难以满足精细化防灾减灾需求。针对微波链路测雨的非降雨干扰剔除难、衰减系数静态化等技术瓶颈,提出动态基线智能确定、湿天线衰减多特征剔除、局地雨衰模型动态校准三大核心算法创新;基于算法成果构建“高分辨率感知-多元融合-智能联动”的三层两链水文精细化监测新范式,重构平原河网区降雨监测与防灾减灾响应逻辑。以南通市2025年汛期防灾减灾实践为案例,对比微波链路、翻斗式雨量计、激光雨滴谱仪的监测精度,结果表明:微波链路测雨网格日累计降水量与实测站点相似度保持90%以上,均方根误差3.6268 mm,决定系数0.9686,可将灾害预警预见期延长30 min。该算法突破传统技术瓶颈,新范式实现从“被动监测”到“主动防灾”的转变,可为平原河网区防灾减灾提供高效技术支撑,且具备算法可迁移、范式可复制的推广价值。

Hydrological processes in plain river network areas are significantly affected by the temporal and spatial distribution of rainfall, and traditional point-based rainfall monitoring can hardly meet the needs of refined disaster prevention and mitigation. Aiming at the technical bottlenecks of microwave link rainfall measurement such as difficult elimination of non-rainfall interference and static attenuation coefficient, this paper proposes three core algorithm innovations: intelligent determination of dynamic baseline, multi-feature elimination of wet antenna attenuation, and dynamic calibration of local rain attenuation model. Based on the algorithm results, a new “three-layer two-chain” refined hydrological monitoring paradigm featuring “high-resolution perception-multi-source fusion-intelligent linkage” is constructed, which reconstructs the logic of rainfall monitoring and disaster prevention and mitigation response in plain river network areas. Taking the disaster prevention and mitigation practice in Nantong during the 2025 flood season as a case, the monitoring accuracy of microwave link, tipping bucket rain gauge and laser disdrometer is compared. The results show that the similarity between the daily cumulative rainfall of microwave link rainfall measurement grid and the measured stations remains above 90%, with a root mean square error of 3.6268 mm and a coefficient of determination of 0.9686, and the disaster warning lead time can be extended by 30 minutes. The proposed algorithms break through the traditional technical bottlenecks, and the new paradigm realizes the transformation from “passive monitoring” to “active disaster prevention”. It can provide efficient technical support for disaster prevention and mitigation in plain river network areas, and has the popularization value of transferable algorithms and replicable paradigms.
