摘要:
当前，各地区各部门各行业正在积极贯彻落实中央决策部署，稳步推进综合行政执法体制改革。其中，水利综合执法起步较早，措施扎实，效果明显。在新形势下，需要立足于现有基础，根据情况的发展变化，结合水利的行业特点，进一步推进水利综合执法改革，提高执法效能，维护水事秩序。
Abstract:
Currently，all sectors of the industry are carrying out the party central committee's policy，and steadily promoting the reform of the comprehensive law enforcement system. The water conservancy comprehensive law enforcement started early，whose measures are solid and effect is obvious. The new situation requires promoting comprehensive law enforcement reform of water conservancy based on the existing foundation，according to the changing situation and combining with the characteristics of water conservancy industry. Effectiveness of law enforcement should be improved and the order of water affairs should be maintained.
