摘要:
随着《淮河生态经济带发展规划》获批,淮河生态经济带建设正式升级为国家战略。研究旨在规划实施后有利于转变淮河治理理念,统筹考虑防汛、灌溉与航运、农业、工业,实现洪水资源化,使流域人民彻底摆脱旱涝灾害之苦,享受便捷的黄金水道; 提高淮河流域生态文明建设水平,提升人居环境,提高人民群众生活幸福感。作为淮河生态经济带中心城市,从淮安角度出发,提出一批可供参考的项目规划和建设方案。
Abstract:
With the approval of the development plan for Huaihe Ecological Economic Belt, the construction of Huaihe Ecological Economic Belt had been officially upgraded to a national strategy. The purpose was to transform the governance concept of Huaihe River after the implementation of the plan, to make overall consideration between flood control, irrigation and shipping, agriculture and industry, to realize the resource utilization of flood, so that people in the basin could get rid of the suffering of drought and waterlogging and enjoy the convenient golden waterway. Improve the level of ecological civilization construction in the Huaihe River Basin, enhance the living environment, and increase the happiness of the people. From the point of view of Huai'an as the central city of Huaihe River Ecological Economic Belt, a number of project planning and construction plans were put forward.
