摘要:
2020年入梅以来,江苏省全省经历了超强、超长梅雨季,受此影响,进入到7月份后,省内长江、太湖、淮河流域相继发生洪水,全省陆续出现了199处险情。虽然全省主汛期取得了“有大洪、无大险”的成绩,但是险情反应出的问题值得总结反思,险情背后蕴藏的规律值得深挖细究,需要结合流域雨情、水情和工程实际工况,从险情发生的时间和空间两个维度入手进行通盘分析、研究,从而提高全省洪涝灾害的防御能力,为今后的防汛工作提供借鉴。
Abstract:
Since the beginning of plum rains season in 2020, Jiangsu Province had experienced a super strong and super long plum rainy season. Influenced by this, the Yangtze River, Taihu Lake and Huaihe River basins in Jiangsu Province had been flooded in July, and 199 dangerous situations had appeared in the whole province successively. Although the main flood season of the province had achieved the result of "big floods but no big dangers", the problems reflected by the dangers were worthy of review and reflection, and the laws behind the dangers were worthy of deep investigation. It's necessary to conduct comprehensive analysis and research from the two dimensions of time and space of the occurrence of the danger in combination with the rain and water conditions in the river basin and the actual working conditions of the project, so as to improve the province's flood prevention capabilities and provide a reference for future flood prevention work.
