摘要:
淮安市水利工程建设一直保持高速发展,高投入的同时对工程建设和项目监管的高效率提出了新的更高要求。通过分析淮安市水利重点工程建设的进度、质量控制等方面存在的短板不足,分析“病因”,探索“药引”,指出制约着新时期淮安水利重点工程建设高质量发展的因素,提出了开展“三查行动”、“优质优价”等一系列具体可实施的措施,并从制度建设层面提出建议,探索建立健全行业发展的建设管理制度。
Abstract:
The construction of water conservancy project in Huai'an City has always developing at a high speed. At the same time of high investment,new and higher requirements for high efficiency of project construction and supervision were put forward. By analyzing shortcomings in progress and quality control of major water conservancy projects in Huai'an City,"cause" was analyzed,"drug introduction" was explored. Factors restricting high-quality development of major water conservancy projects in Huai'an City in the new period were pointed out,and a series of concrete and implementable measures such as "three check action" and "high quality and good price" were put forward. Suggestions were put forward from perspective of system construction to explore the establishment and improvement of construction management system for the development of the industry.
