摘要:
“十四五”以来，宿迁市紧扣“节水优先、空间均衡、系统治理、两手发力”治水思路，统筹行业节水与再生水利用，通过完善制度体系、加强技术更新、激发内生动力、全面宣传推广等方式，推动水资源集约节约利用。通过对宿迁市“十四五”期间节水型社会建设规划实施成效进行分析，梳理农业、工业、城镇生活等主要用水方面节水工作存在的问题，并针对性提出宿迁未来节水型社会建设的建议和对策，为典型缺水地区和农业大市探索出一条水资源可持续发展道路。
Abstract:
Since the “14th five-year plan” period, Suqian City has closely followed the water governance philosophy of “prioritizing water conservation, achieving spatial balance, conducting systematic governance, and making both hands work”, coordinated industrial water conservation and reclaimed water utilization, and promoted the intensive and economical use of water resources by improving the institutional system, enhancing technological upgrading, stimulating endogenous motivation, and conducting comprehensive publicity and promotion. By analyzing the implementation effects of Suqian City’s water saving society construction plan during the “14th five-year plan” period, this study sorts out the problems existing in water saving work in major water consuming sectors such as agriculture, industry, and urban life, and puts forward targeted suggestions and countermeasures for Suqian’s future water saving society construction. This aims to explore a path for sustainable water resource development for typical water scarce regions and large agricultural cities.
