摘要:
基于无锡市2020—2022年“示范探索”阶段与2023—2025年“全域推进”阶段的双阶段实践，采用比较分析法、案例研究法，揭示其从“生态筑基”到“幸福赋能”的治理逻辑。研究发现，无锡市打破地域界限、创新片区整体创建与干支流联动模式，同时积极推动河道生态价值转化、传承河湖文化及历史遗存，形成生态、经济、文化协同发展的河湖治理范式。
Abstract:
Based on the two-stage practice of Wuxi City, namely the “Demonstration and Exploration” stage （2020—2022） and the “Whole-region Promotion” stage （2023—2025）, this study adopts comparative analysis and case study methods to reveal its governance logic from “ecological foundation” to "happiness empowerment”. The results show that Wuxi has broken regional boundaries, innovated an integrated regional construction and main tributary linkage mode, and actively promoted the transformation of river ecological value and the inheritance of river and lake culture and historical heritage. A river and lake governance paradigm featuring coordinated development of ecology, economy, and culture has been formed.
