摘要:
犊山水利枢纽生态调水功能的发挥是太湖水质改善的重要保障,客观测算其生态调水成本,对财政部门核定与保障水源地水质安全运行经费、推进调水生态补偿机制具有重要意义。本文在分析犊山水利枢纽生态调水工程概况、确定成本科目的基础上,依据相关规定,结合工程运行实际情况,分析核算犊山水利枢纽2010年以来实际发生的生态调水总成本与单位成本; 选择合适的方法,区分低(6亿m3/a)、中(8亿m3/a)、高(10亿m3/a)3种调水量水平,预测犊山水利枢纽未来几年的生态调水总成本与单位成本,为相关决策提供依据。
Abstract:
The ecological water transfer function of Dushan Water Conservancy Project is an important guarantee for the improvement of Taihu water quality. The objective calculation of the ecological water diversion cost is of great significance for the financial department to approve and guarantee the safe operation funds of water sources and promote the ecological compensation mechanism of water diversion. Based on the analysis of the profile of the ecological water transfer project of the Dushan Water Conservancy Project and the determination of the cost subject, the actual cost of ecological water transfer and the unit cost of the Dushan Water Conservancy Project since 2010 was analyzed on the basis of the relevant regulations and the actual situation of the project operation. And then to choose the appropriate method to distinguish three water transfer levels among low(600 million m3/a), medium(800 million m3/a), high(1 billion m3/a)to predict the total cost and unit cost of ecological water transfer in the Dushan Water Conservancy Project in the next few years to provide a basis for relevant decision-making.
