摘要:
分析江苏省低压管道输水灌溉工程存在的技术和管理问题,得出建设和运行费用高、规划设计不够合理、管护复杂、管理人员技术水平以及管护经费不足等是影响工程建设和效益发挥的主要因素。提出加大财政投入,拓宽融资渠道,提高规划设计水平,加强管护人员培训以及改革管护模式等对策。
Abstract:
By analyzing the technical and management problems of low-pressure pipeline irrigation project in Jiangsu province, it's concluded that the main factors affecting the construction and performance of the project were high construction and operation costs, unreasonable planning and design, complicated management and protection, insufficient technical level of management personnel and management and protection funds. Therefore, countermeasures of increasing financial input, broadening financing channels, improving planning and design level, strengthening training of management and protection personnel and reforming management and protection mode were put forward.
