笔者从研究实现拉萨水利现代化的可行性着手，得出了拉萨实现水利现代化的有利条件和制约因素，从而提出了为实现水利现代化目标而如何开展新时期援藏工作的思路。

By researching the feasibility of realizing the water conservancy modernization in Lhasa，the favorable conditions and restricted factors are obtained. The idea of carrying out aid for Tibet in the new period is put forward for achieving the goal of water conservancy modernization in Lhasa.
