摘要:
水治理体系与治理能力现代化是生态文明建设以及国家治理现代化建设的重要内容。江苏在水治理体系与治理能力现代化方面始终走在全国前列,但随着生态文明建设的推进,河湖功能呈现多元化、生态化的发展趋势,现有河湖管理体制机制难以适应新时期的发展要求。在分析江苏省河湖管理存在问题的基础上,结合中央和省级政府的具体要求,从管理体制、河湖资源管理方式、考核督察机制、预警及信息共享机制、联合执法机制5个维度提出江苏河湖流域化管理体制机制完善建议。
Abstract:
The modernization of water management system and governance capacity is an important part of ecological civilization construction and national governance modernization. Jiangsu has always been at the forefront of the country in the modernization of water management systems and governance capabilities. However, with the advancement of ecological civilization construction, the functions of rivers and lakes have shown a diversified and ecological development trend. The existing river and lake management system is difficult to adapt to the development requirements of the new era. Based on the analysis of the problems existing in the management of rivers and lakes in Jiangsu Province, combined with the specific requirements of the central and provincial governments, recommendations for improving the system and mechanism of river basin management were proposed from five dimensions of management system, river and lake resource management methods, assessment and inspection mechanism, early warning and information sharing mechanism, and joint law enforcement mechanism.
