摘要:
蓄滞洪区是防洪减灾体系中的重要组成部分,研究蓄滞洪区洪灾避险迁移路径规划有助于指导灾民安全迅速地撤离,对保障人民生命及财产安全具有重要意义。以洪泽湖周边蓄滞洪区成河乡为例,通过无人机测量获取实验区精细DEM并确定迁移单元,根据洪水迁移避险的原则及洪灾避险思路划分人员迁移的安置场所,通过路权分析确定最佳撤离路线,针对降水及洪水淹没因素设计不同的选择方案,可为蓄滞洪区洪水风险决策管理提供参考依据。
Abstract:
The flood storage and detention area is an important part of the flood control and disaster reduction system. Studying the flood avoidance migration path planning in the flood storage and detention area is helpful to guide the safe and rapid evacuation of disaster victims, and is of great significance to ensuring the safety of people's lives and property. Taking Chenghe Country in the flood storage and detention area around Hongze Lake as an example, the refined DEM of the experimental area is obtained through UAV measurement and the migration unit is determined. The resettlement site for personnel migration is divided according to the principle of flood migration and risk avoidance and the flood disaster avoidance idea. The best evacuation route is determined through the right of way analysis. Different options are designed for precipitation and flood inundation factors, which can provide reference for flood risk decision-making and management in the flood storage and detention area.
