摘要:
机动抢排作为城市防汛排涝体系的关键组成部分,在应对城市内涝、短时强降雨等事件中发挥着不可替代的作用。基于南京市防涝排涝实践,系统分析城市内涝机动抢排能力的内涵构成、重要性及存在问题,提出构建“三个支撑”、提升“五个能力”、完善“三个机制”的系统性提升路径,并从装备现代化、队伍专业化、管理智能化多个维度给出具体对策建议,为城市内涝防治提供思路参考和实践借鉴。
Abstract:
Mobile emergency drainage, as a key component of the urban flood control and drainage system, plays an irreplaceable role in responding to events such as urban waterlogging and short duration heavy rainfall. Based on the practice of flood control and drainage in Nanjing, this paper systematically analyzes the connotation composition, importance and existing problems of mobile emergency drainage capacity for urban waterlogging. A systematic improvement path is proposed: building “three supports”, enhancing “five capabilities”, and improving “three mechanisms”. Specific countermeasures and suggestions are put forward from the dimensions of equipment modernization, team professionalization and management intelligentization, so as to provide theoretical references and practical experience for urban waterlogging prevention and control.
