摘要:
总结海陵水利“十三五”期间建设发展,紧扣“服务”和“监管”两大发力点,重塑“谋、建、管、用”四大业务体系和“人、财”两大保障体系。剖析海陵水利仍然存在的问题,包括薄弱片区水系治理率低,河道长效管护还不够彻底,区域协同治理不足等。提出了海陵水利“十四五”期间治理思路,坚持“街河并行”作为实现幸福河湖的海陵特色路径,统筹河道系统生态治理和管理保护,持续加强智慧水利的投入,推进海陵水利治理体系和治理能力现代化。
Abstract:
Summing up the construction and development of Hailing Water Conservancy during the "13th Five-Year Plan" period, closely following the two major points of "service" and "supervision", the four major business systems of "planning, construction, management and utilization" and the two major security systems of "human and financial" were reshaped. Existing problems of Hailing Water Conservancy were analyzed, including low water system governance rate in weak areas, incomplete long-term river management and protection, and insufficient regional collaborative governance. The governance idea of Hailing Water Conservancy during the "14th Five-Year Plan" period was proposed. The "street-river parallel" was insisted as the characteristic path to realize the happiness of rivers and lakes. The ecological governance and management protection of river system were planned as a whole. The investment in intelligent water conservancy was continuously strengthened, and the modernization of Hailing Water Conservancy governance system and governance capacity was promoted.
